Medical Device Interoperability refers to information sharing from one device to another or between devices and Electronic Health Records (EHRs). Functional interoperability would enable clinical medical devices to communicate in a consistent, predictable and reliable way.

By allowing for the exchange of data with other medical devices and with patient data sources and repositories, such as EHRs, medical device interoperability would enhance the function of the systems and devices.

The reliable and seamless transfer of information through medical device interoperability can facilitate a number of improvements in efficiency and safety, while saving the healthcare system billions of dollars, despite these significant benefits, medical device interoperability is still limited.

The focus on interoperability has driven programs such as the “Promoting Interoperability” (PI) program or Meaningful Use (MU) to continue the focus on improving patients’ access to health information. The program provides payments to eligible professionals, eligible hospitals, and critical access hospitals (CAHs) when they meet a set of standards for the use of federally certified EHR technology (CEHRT) as part of their practice.
MU Stage 3 which includes flexibility within certain objectives to allow providers to choose the measures most relevant to their patient population or practice.

The Stage 3 objectives with flexible measure options include:

· Health Information Exchange – Providers must attest to all three measures and must meet the thresholds for at least two measures to meet the objective.

· Coordination of Care through Patient Engagement – Providers must attest to all three measures and must meet the thresholds for at least two measures to meet the objective.

· Public Health Reporting – Eligible professionals must report on two measures and eligible hospitals must report on four measures.

Physicians must use certified electronic health records technology (CEHRT) and demonstrate meaningful use through an attestation process at the end of each MU reporting period to avoid the penalty. In addition, they can also implement innovative technology solutions to meet these concerns.
