For under $20, you can buy the best cat toy on this list with the link above. Also known as Under Cover Mouse Cat Toy, this is by far & away his favorite Interactive Cat Toy. He has gone through many many sets of batteries and it has held up well over time, though we have had to replace a couple of these over the years as he likes pounce and hold down the movement. That sometimes burns out the motor if he stays like that for too long too often. The clutch system is more durable than I had initially expected, however.

At under $10, this is an incredible value! Cat tunnels are very simple but effective toys for cats, especially those without any other cats to keep him company. This is a very close second place finisher in the Cat Toy rankings. He will do everything from play with the dangling balls, fall asleep, and pounce from these tunnels connected together. After lots of use, he has torn small holes in the fabric, but he is also a very rough young man. If you have the space, you can connect as many of these together to create a colorful chain of hiding spots for your little animal.

This is the most expensive toy on our Budget Cat Toy List at around $25, but it is also the most expandable with a variety of new accessories. One of his favorite things to do is hide in his little tunnel and poke at the white ball like a pro boxer using a speed bag. It helped keep him quite and coordinated. The best part is, this Cat Toy Scratcher is nearly impossible to break, requires no batteries, and replacement carboard scratching pieces are readily available.

Lot's of engineering went into creating this cat toy, but the fun factor was largely missed on this one, at least compared to the other three on this list. While the flashing lights and movement can be stimulating, the other three just receive more attention from this very picky furry little man. At under $20, it may still be worth a try to see if your pet enjoys it more than this one.
