20 May || Massive Crackdown on Interstate Cheating Racket in CBSE
Recruitment Examinations: 53 Candidates Apprehended in Itanagar
In a major breakthrough, the Capital Police have busted a sophisticated
interstate cheating syndicate that was active during the CBSE-conducted
recruitment examinations held on 18th May 2025 for the posts of Lab
Assistant and Junior Secretariat Assistant (JSA) under the Navodaya Vidyalaya
Samiti (NVS).
Based on credible input received from school authorities and acting on their
formal request, the Niti Vihar Police Station, in close coordination with
Kingcup Public School, apprehended 23 candidates during the pre-exam frisking
process. These individuals were found in possession of advanced electronic
communication gadgets, including GSM-enabled devices and micro earpieces,
which they allegedly intended to use for cheating during the Lab Assistant
examination.
Simultaneously, Chimpu Police Station, acting in tandem with VKV Itanagar,
detained another candidate, also a resident of Haryana, who was caught using a
concealed device of a similar nature. A swift and coordinated investigation
thereafter led to the arrest of a total of 53 candidates involved in the cheating
attempt, and 29 devices have been recovered.
All the apprehended individuals have been booked under Niti Vihar Police
Station Case No. 18/2025, registered under Sections 61(1), 112(1), and 318(4)
of the Bharatiya Nyaya Sanhita (BNS), read with Section 66(D) of the
Information Technology Act, 2000, and Sections 10 and 11 of the Public
Examination (Prevention of Unfair Means) Act, 2024. Additionally, Chimpu
Police Station has registered Case No. 34/2025 under Sections 61(2) and
318(4) of the BNS, Sections 10(1)(2) and 11(1) of the aforementioned Public
Examination Act, and Section 66(D) of the IT Act.
Modus Operandi: A Well-Orchestrated, Pan-India Examination
Scam
Preliminary investigations have uncovered the workings of a highly coordinated
racket, allegedly operated by a syndicate based in Haryana, with suspected
linkages to similar networks across India.
After the CBSE recruitment notification was published in 2024, several
candidates and their families were either contacted by agents or themselves
reached out to middlemen offering guaranteed selection in return for hefty
payments. The syndicate manipulated examination centre preferences,
deliberately opting for far-flung locations such as Itanagar, Dimapur, and
Chandigarh, presumed to have comparatively relaxed security protocols, to
avoid triggering suspicion. This strategic dispersion also aimed to prevent
scrutiny that could arise from a disproportionate number of selections from
any single region.
Once admit cards were issued, the candidates were equipped with GSM-based
communication devices and micro earpieces, along with specific training on
how to conceal and operate the equipment without detection. On the day of
the examination, these devices were hidden in undergarments while micro
earpieces were discreetly worn. A call was automatically initiated to a handler,
who would relay answers after the candidate whispered the question paper
code. The objective nature of the examination allowed for swift
communication, enabling this elaborate cheating system to function seamlessly.
Multiple accused have confessed to the modus operandi, and crucial digital
evidence has been recovered. This includes devices, SIM cards, call records,
and WhatsApp communication histories, all of which are currently under
forensic examination.
Ongoing Investigation and Further Action
Key handlers and middlemen involved in orchestrating the racket have been
identified, and a police team has been dispatched to Haryana to apprehend
