Advertisers must adhere to the EU UCP to use ad personalization and for measurement when using:

Tags that send data to Google (websites)
SDKs that send data to Google (apps)

Consent Mode v2 now requires the website (or app) owners to NOT fire signals that collect user-data for:

ad_user_data (Sets consent for sending user data related to advertising to Google. The ad_user_data consent type is required for measurement use cases, such as enhanced conversions and tag-based conversion tracking.)
AND
ad_personalization (Sets consent for personalized advertising.)

Amongst other consent mode settings. That means, unless the user has explicitly sets their consent to "granted" you can not use these signals to track users without obtaining their consent first.
