This tutorial will teach you on how to fix blender out of sync issue when importing or exporting a video in blender. There are two fixes that will be shown in this tutorial: first is to sync video frame rate to blender frame rate, second is to convert the video to a different codec that blender can sync automatically without the out of sync issue.
