Patrolman Michael Poon observed a vehicle speeding at 85 MPH in a 55 MPH zone, leading to a stop by Patrolwoman Arlene Lippencott. Upon approach, officers detected the odor of alcohol from the driver, Stacey Gilligan, who admitted to two glasses of wine and disclosed her pregnancy. She agreed to standardized field sobriety exercises, where she exhibited indicators of impairment on the Horizontal Gaze Nystagmus test and struggled with the Walk and Turn and One Leg Stand tests. Based on these observations and her admissions, she was arrested for driving under the influence, later yielding a 0.14% BAC, and released to her mother with multiple summonses.
