Today, we will explain in the light of the correct method and the prevailing policy for the nationalized teachers to get the time scale of government primary schools.
According to Memorandum No. 92 dated 12/08/2020, the Ministry of Finance has issued a letter stating that it is not legal to calculate the time scale of teachers of nationalized primary schools by calculating their tenure and there are instructions to collect the extra paid money as per the rules. For this, other documents including the application of pension and gratuity allowance of the concerned teacher should be sent to the District Primary Education Officer after deducting the extra paid amount as per the rules and re-fixing the revised salary.
One thing that needs to be clarified here is that if any office demands deduction of overpaid amount before the receipt of pension and gratuity i.e. at the time of Lamgrant grant, then the procedure I will show today for deduction can be recalled in the same way. However, since the amount of Lamgrant money is less than the amount of extra money paid, you can apply to the District Primary Education Officer for this deduction from the gratuity. This practice is being commemorated in many upazilas.

আজকে আমরা সরকারি প্রাথমিক বিদ্যালয়ের টাইমস্কেল প্রাপ্ত জাতীয়করণ শিক্ষকগণের পেনশন ও আনুতোষিক ভাতা পাওয়ার সঠিক পদ্ধতি ও প্রচলিত নীতিমালার আলোকে ব্যাখ্যা করবো।
অর্থ মন্ত্রণালয়ের 12/08/2020 খ্রিস্টাব্দ তারিখের 92 নম্বর স্মারক মোতাবেক জাতীয়করণকৃত প্রাথমিক বিদ্যালয়ের শিক্ষকগণের চাকুরীকাল গণনা করে টাইমস্কেল প্রাপ্তি বিধিসম্মত নয় মর্মে পত্র জারি করেন এবং অতিরিক্ত পরিশোধিত অর্থ বিধি মোতাবেক আদায়ের নির্দেশনা রয়েছে। আর এ জন্য সংশ্লিষ্ট শিক্ষকের পেনশন ও আনুতোষিক ভাতার আবেদনসহ অন্যান্য কাগজপত্র জেলা প্রাথমিক শিক্ষা অফিসার বরাবর পাঠাতে হবে বিধি মোতাবেক অতিরিক্ত পরিশোধিত অর্থ কর্তন করে সংশোধিত বেতন পুন:নির্ধারণ করার পর।
এখানে একটি বিষয় পরিষ্কার করা দরকার যে, অতিরিক্ত পরিশোধিত অর্থ কর্তন করার বিষয়টি যদি পেনশন ও আনুতোষিক ভাতা প্রাপ্তির পূর্বেই অথ্যাৎ লামগ্রান্ট মঞ্জুরীর সময় কোন অফিস দাবী করেন তবে কর্তন করার জন্য যে পদ্ধতিটি আমি আজ দেখাবো তা একই ভাবে অনুস্মরণ করা যাবে। তবে যেহেতু লামগ্রান্টের টাকার পরিমাণ অতিরিক্ত পরিশোধিত টাকার তুলনায় কম হয় সেহেতু আপনি আনুতোষিক থেকে এ কর্তন করার জন্য জেলা প্রাথমিক শিক্ষা অফিসার বরাবর আবেদন জানাতে পারেন। অনেক উপজেলায় এ রীতিটি অনুস্মরণ করা হচ্ছে।
