On 02/18/2023 I, Tpr. K. Pescetto, was conducting stationary LIDAR on I-85 south at MM 40. During this time I observed a vehicle traveling south on I-85 at a high rate of speed and visually estimated the speed of the vehicle to be traveling at 95 mph. I then acquired a target speed of the vehicle, using my
Dragon Eye LIDAR, at 98 mph in a 70 mph zone. At this time I activated my lights and siren and attempted a traffic stop on the vehicle. As I began to speed up and approach the suspect vehicle I noticed that the driver of the vehicle, later identified as Cortney Leslie, was not slowing down or yielding
to my emergency equipment. I provided dispatch with the tag and description of the vehicle and informed them that I was in pursuit.
While in pursuit, the suspect vehicle began aggressively weaving in and out of traffic. Mr. Leslie began cutting other vehicle's off and passing other vehicle's in both the left and right emergency lane while traveling at a very high rate of speed and failing to properly signal. At one point, Mr. Leslie ran off the left side of the roadway and almost lost control of the vehicle. Mr. Leslie continued traveling at a high rate of speed, driving aggressively, and placing the motoring public at danger by swerving and weaving
between vehicle's, running off the roadway, following other vehicle's too closely, and brake checking aggressively with other vehicle's on the roadway. There were several times when I began to approach
the vehicle to set up a PIT and Mr. Leslie would slam on his brakes and/or brake check me in what appeared to be an attempt to avoid being pitted. Furthermore, out of concern for the safety of the other
drivers on the roadway a PIT maneuver was not able to be performed.
While continuing south on I-85, Mr. Leslie then exited the interstate at MM 28, passing vehicles on the right side of the emergency lane. Mr. Leslie then suddenly made a sharp left turn, ran off the roadway, and failed to stop at the stop sign at the intersection of I-85 south exit ramp MM 28 and GA-54. Mr.
Leslie then lost control of the vehicle and ran off the right side of the roadway on the south side of GA- 54. Mr. Leslie exited his vehicle and began running south through the grass median of the on ramp to I-85 south. At this time, I began to drive my patrol vehicle through the grass median and provided dispatch with a description of the suspect. Mr. Leslie then made a left turn and began running back towards the interstate. I then exited my patrol vehicle and began a foot pursuit with the suspect. As I
was able to catch up to Mr. Leslie, I drew my duty weapon and began giving the subject loud verbal
commands to get on the ground. Just as Mr. Leslie reached the emergency lane of the interstate he
suddenly turned around, faced me, and took a fighting stance with his fists clenched. At this time, I reholstered
my duty weapon and attempted to grab Mr. Leslie by his head and pull him away from the
interstate and place him under arrest. When I reached out to grab Mr. Leslie, he punched me in my
face and as a result cut my lower lip. Out of concern of getting struck by a vehicle while fighting so
close to the interstate, I drew my taser 7 and deployed my first cartridge, striking Mr. Leslie with both
probes and making a successful connection. Mr. Leslie then fell to the ground in the emergency lane
while I gave him loud verbal commands to roll over to his stomach and place his hands behind his
back. Mr. Leslie first began to comply to my commands and while I was waiting for another unit to
arrive on scene the suspect began fidgeting. I instructed Mr. Leslie to stay on the ground or else I
would energize my taser once again. Mr. Leslie then suddenly pulled out one of the probes from the
taser and began to stand up. As Mr. Leslie began to stand up, I once again deployed my second
cartridge from my taser 7 and made a successful connection. However, despite my attempts with the
taser, Mr. Leslie continued to pull the other probes off his body. During this time, Mr. Leslie began to
fall back into the southbound lane of travel of the interstate as cars began to swerve in attempt to avoid
striking the subject. Mr. Leslie then got up and began running across the south and north bound lanes
of the interstate. At this time, a Grantville Officer arrived on scene and we both were able to
safely cross the interstate and continue to pursue the subject. Mr. Leslie then continued to run through
the grass median of the north exit ramp of the interstate where he then tripped and fell. The Grantville
Officer and I were both able to catch up to and apprehend Mr. Leslie. Mr. Leslie was then arrested,
placed in handcuffs, checked for fit, and double locked.
Mr. Leslie was checked for weapons, contraband, and tools used for escape, upon which none were
located. Mr. Leslie was secured in the rear of my patrol vehicle and transported to Piedmont Newnan
where he was medically cleared.
