बाज़ार से ख़रीद रहा था जब पुरानी किताबें
एग्ज़ाम पोस्टपोन हो चुका था
जब मकान मालिक कर रहा था किराया बढ़ाने की बात
एक नई तारीख़ की घोषणा हो चुकी थी
मैं जब परीक्षा लिख कर आ रहा था वापस
पेपर लीक की ख़बरें उड़ने लगी थीं
लगा रहा था जब नंबरों का हिसाब
पेपर रद्द हो चुका था
भर्तियां टाली जा चुकी थीं
मैं अब गांव की बस का इंतज़ार कर रहा हूॅं
जांच के लिए कोई कमेटी बना दी गई है।

The Major Protest of UP PCS and RO/ARO Candidates

Repeated paper leaks, cancellations, new notifications, fresh dates—followed by delays and more delays. Now, a new notification announces that the UP PCS (Prelims) and RO/ARO (Prelims) exams are scheduled for December 7/8 and December 22/23, respectively, to be conducted across multiple shifts.

One significant change this time is the introduction of a normalization process. Since different question papers will be used across shifts, some might be easier or harder than others. To level this difference, the commission has proposed normalization.

The decision to hold exams over two days, combined with the normalization policy, has left many students frustrated and angry. As a response, students have organized a major protest in Prayagraj on November 11.

Students are demanding that exams be held on a single day in a single shift, without normalization. The commission, however, argues that a shortage of suitable exam centers makes this impossible. This shortage was previously cited in October as the reason for yet another postponement.

This is also the first time the PCS exam is planned for two days. For now, it’s set to take place in 41 of the 75 districts of Uttar Pradesh.

The PCS Preliminary Exam, originally scheduled for March 2024, has been repeatedly postponed, now landing in December 2024. Similarly, the RO/ARO exam, initially set for February 2024 but canceled due to a leak, has also been delayed to December 2024.

Understandably, students are outraged and are set to protest, while the commission prepares to proceed with the exams on the announced dates.

It’s also worth noting a Supreme Court ruling that states once a recruitment process for government jobs begins, no changes can be made to the rules partway through.

This situation raises critical questions: Is it truly impossible for the commission to hold the exams on a single day in a single shift? Is the normalization process fully reliable and fair? How transparent will it be? What steps will be taken if there are errors in the question papers? And ultimately, will these controversies lead to yet another postponement?
