The Haryana Administrative Governance and State Policy Framework is a strategic overview of the critical socio-economic and administrative issues facing the state, structured as a series of evaluative questions and "Master Answers". It identifies four primary areas of concern:
• Environmental & Resource Management: The state faces a severe water crisis characterized by rapid groundwater depletion and supply shortfalls in rural households. The framework calls for water-audit-linked governance and real-time monitoring to balance the needs of urban expansion and agriculture.
• Agrarian Sustainability: It addresses the "policy trade-off" between short-term grain targets and long-term sustainability, advocating for a shift away from water-intensive paddy cultivation toward crop diversification (such as millets and pulses) supported by assured procurement.
• Social Reform & Gender: While the state has achieved a record Sex Ratio at Birth (SRB) of 923 in 2025, the framework notes that progress is uneven. It argues that legal enforcement against sex-selective practices must be supplemented by socio-normative interventions to change deep-rooted biases.
• Governance Efficiency: A core focus is the "governance gap," where strong policies often suffer from weak or uneven implementation. To fix this, the framework prioritizes data-driven accountability, using district-level dashboards and feedback loops to ensure policy coherence and better service delivery
