South Africa's Gini index has remained over 0.6 for about two decades to date, whereas the average for emerging markets, excluding South Africa, has remained below 0.5.

The income per capita in Gauteng is the highest among all provinces, as the inhabitants are close to economic centres, which increases income prospects. How then do rural provinces like Limpopo and Eastern Cape lower geographical unemployment caused by slow economic growth? Fiscal policy can be used, to some extent, as a redistributive tool. Policies need to create opportunities for the marginalised through improved healthcare and quality of education.

Although a progressive tax system helps to offset inequalities, it is only impactful if not met by corruption and fraud within government entities.
