We look at the options one can take at the Bakery, and the rather illogical morale outcomes that arise. It appears the most rewarding scenario is to hide and do nothing, then hope the son and his mama (or is it wife?) are killed by the thugs, then you get positive karma AND you get to take all their private property afterwards as it is no longer regarded as stealing once the son/mama are killed.

If you act the hero and fight with the family - no positive karma, and their property remains private so you can't access it.

Conclusion: Location bug.
