Parole boards decide whether people are released from prisons, and under what conditions. For example, these boards can say a person isn’t allowed to drive or talk to other people with criminal histories while they’re on parole. Rules vary and can be wide-ranging — and violations often land people back in prison.

PAROLE BOARD MEMBER 1: Well, it’s my first day on a parole board.

PAROLE BOARD MEMBER 2: Shh. We’re doing parole hearings.

PAROLE BOARD MEMBER 1: Hey, what if I don’t know anything about criminal justice?

PAROLE BOARD MEMBER 2: You actually don’t need any experience.

PAROLE BOARD MEMBER 1: So, what do we do?

PAROLE BOARD MEMBER 2: We’re deciding if people get to be released from prison on parole, and what the conditions of their parole will be.

PAROLE BOARD MEMBER 1: Wait, we can tell people who they can and can’t talk to?

BETH SCHWARTZAPFEL: Yep, and boards can tell people almost anything. Most boards decide that people on parole shouldn’t talk to anyone with a criminal history.

PAROLE BOARD MEMBER 1: But what if someone wants a support system of people with similar experiences as them?

PAROLE BOARD MEMBER 2: That’s…actually a good question.

PAROLE BOARD MEMBER 1: This also says we can prohibit people from driving?

PAROLE BOARD MEMBER 2: Oh, I didn’t see that. I guess we can also track people’s locations?

PAROLE BOARD MEMBER 1: This seems like a lot of rules to follow.

BUREAU OF JUSTICE STATISTICS: And data showed that in 2021, 27% of people entering prison were there for technical violations of their parole.

PAROLE BOARD MEMBER 1: Should we change the rules?

PAROLE BOARD MEMBER 2: We’ll see. Right now, we have to start the next parole hearing.
