Javadoc is a form of commenting on your code to explain it's usage, packaging and purpose to other developers based on documentation on class and method declarations and variables. All code that other developers may end up being able to access (as determined by access modifiers) ahould be documented. Classes should always have a minimal piece of javadoc to describe the class and as the third component of a class file, the javadoc for the actual class belongs between your last import statement and class declass declaration.
