The CLUP refers to a document embodying the specific proposals for guiding and regulating the growth and development of a city or a municipality. It considers all sectors significant in the development process as well as other planning guiding principles and policies. The spatial directions prescribed by the CLUP shall serve as a basis for the preparation and formulation of the Comprehensive Development Plan (CDP) and Local Development Investment Plan (LDIP) of the LGUs.
