International interventions make the costs of war smaller, but this has a perverse effect: rebel groups that would ordinarily be very unwilling to start wars now only internalize a portion of their war costs. This leads to more aggressive behavior at the bargaining table, which in turn leads to wars that would not happen if it weren't for the possible future intervention.
