(Comic Book Guy voice): "Worst. Cheevo. Ever." Completely unfair, awful, wretched, torturous. But it's done. To sum up all of the great tips in the cheevo comments:

0) I was a fool and didn't pay attention - you need the Curator car. Pause → Mission Select → 6-3: Lab Coat Caper then get the Curator car from the phone booth.
1) Pre-position the Curator car near Krusty and then start the mission. A quick way to get in the car is to jump on top of it.
2) The path is the same every time - memorize it so you can try to stay a bit ahead.
3) Take small easy shortcuts whenever possible, like taking the grass/sidewalk.
4) Sometimes Frink hits the wall at the start and gets stuck. Give him a little push or start over.
5) If you're ahead of him by the time you reach the stairs, the sneaky bugger will hit the wall. Watch the meter!
6) At the top of the stairs for the first lap, dive deep into the Wall-E-Weasel parking lot and position yourself to exit so you can get back to the stairs quickly. (This is huge!)
7) Use the right-thumbstick-down trick to reset traffic *Sometimes it works, sometimes it does nothing, and sometimes it screws you over. LOL.
8) Try not to be right beside Frink, he's a dirty cheater and when he hits you, it can send you spinning.
9) To restart, Cancel Mission then hit Mission Select again.
10) And finally - Be super lucky. :D . The traffic is extremely annoying. It will make you hate this game.
