This is a pretty interesting EBS Test with a background similar to the one supposedly(?) from WSNS in the 1970s (   • Emergency Broadcast System Test (Tiny Exce...  ) and a slightly different V/O spiel which includes the mention of vision and hearing-impaired people (KTVT had been airing some programs catered to the deaf and blind at the time). This aired sometime in Fall 1986 during in an episode of Captain Harlock and the Queen of a Thousand Years.
