When a child visits a parent's grave the soul of the parent comes down from heaven and makes contact with the child. A soul prefers to remain in heaven, and so if a child hasn't visited in 10 years, the soul is on such an elevated level that it won't come down. Honoring a parent by attending his or her funeral outweighs this custom.
