Starfleet and Federation Rules

The United Federation of Planets has a lot of rules to keep its member species together, based around cooperation and mutual respect. Starfleet too has its own charter that records how its personnel should act and it can get very strict at times.
Did you know there was a rule that allowed a captain to destroy all life on a planet?
