In this second part of the Mullah Omar documentary series, we explore the rapid rise, early victories, and expansion of the Taliban movement across Afghanistan during the mid 1990s. After initial military successes, Mullah Omar established strict control systems in newly captured areas. A special mobile unit for enforcing religious laws was formed as early as 1995, which later became a full ministry after the Taliban took control of Kabul. The movement enforced a rigid interpretation of Islamic law, banned rival sects, ideologies, and organizations, and placed strict restrictions on social and cultural practices across Afghan society. This episode also covers the introduction of strict policies on women, including mandatory dress codes, restrictions on movement, and protests by women in Herat that were ultimately suppressed. We examine the establishment of a central Dar ul Ifta, nationwide religious rulings, and the standardization of Friday sermons across Afghanistan. By the spring of 1996, the Taliban had gained control over nearly half of Afghanistan, capturing major cities such as Kandahar, Herat, and Ghazni, while surrounding Kabul from three sides. A historic gathering of around 1500 religious scholars from Afghanistan and Pakistan was held in Kandahar, where Mullah Omar openly questioned the role and silence of religious leadership and called upon scholars to take responsibility for guiding the system. The video also revisits the origins of the Taliban movement, from a single motorcycle journey through deserted land to a full scale takeover of the country. Lawlessness, roadside killings, fear, and societal collapse formed the backdrop against which the Taliban rose to power. This documentary presents a historical narrative based on available accounts, speeches, and events, without glorification, aiming to explain how power was gained, enforced, and legitimized during one of Afghanistan’s most turbulent periods
