On September 10, 2020, the Pradhan Mantri Matsya Sampada Yojana (PMMSY) was introduced. The plan's objective is to create the Blue Revolution through the five-year sustainable growth of the fisheries industry (2020-2025.) PMMSY was revealed in the 2019–20 union budget.

It is a comprehensive development plan for the fisheries industry with a total investment of Rs. 20050 crores. It consists of two parts: The Central Sector Plan (CS), a non-beneficiary-focused programme. Beneficiary-focused strategy (40% Central Assistance for General Category; 60% SC/ST/Women)
(Central Assistance for Northeastern States: 90%; Other States: 60%; and UTs: 100%) Central Sponsored Scheme, The PMMSY's central sponsor scheme will include three significant sub-components: Increased Productivity and Production. Framework for Fisheries Management and Regulation, Infrastructure, and Post-Harvest Management

Utilize the potential of the fishing industry in a way that is equitable, ethical, inclusive, and sustainable—efficient use of water and land resources to increase the productivity and output of fish. Modernize the value chain with an eye toward quality enhancement and post-harvest management—increased incomes for fish growers and fishermen. Create jobs in the fishing industry. Increase exports and agriculture's overall Gross Value Added (GVA). Give fish growers and fishermen the social, economic, and physical security they need. Create a solid foundation for the management and regulation of fisheries.
