Unless you're turbo geared, I recommend that you go for a single target build and just focus on trying to burn down Raest instead of trying to cleave adds down with an AoE build.

Gear used: Basic The War Within greens from questing with some blue gear from Follower (normal) dungeons. I bought the chest piece and shoulders from The War Within renown vendors, both are at upgrade level 1.

Trinkets: Ara-Kara Sacbrood (Normal difficulty) and Abyssal Trap (but you can use anything you want, I just used what I could get).

Weapon: I just used whatever weapon I had from The War Within, in this case, "Ancient Forged Slugthrower of the Feverflare" that I got from a weekly cache.

Enchants/consumables:
- Leech enchants on cape & bracers
- Speed enchant on boots (Plainsrunner's breeze)
- Crit enchant on rings
- Waking stats on chest piece
- Veiled Augment Rune
- Spectral Flask of Power
- Potion of Unbridled Fury
- Weapon enchant: "High Intensity Thermal Scanner"
- Weapon buff: "Completely Safe Rockets"

I happened to get lucky and two pieces of gear that dropped for me from dungeons upgraded and had a socket. I'd recommend using "Crafty Alexstraszite" for gems but don't worry if you don't have socketed gear; it's not really necessary in my opinion.

Pet:
Ideally something with Primal Rage (for bloodlust) and Dash (to soak runes in phases 4 and 5).
