The Peugeot 308gti completes a high idling "cold start" and although this isn't a cold start as such, the purpose of the cold start is to remove moisture from the catalytic converter. It goes into an open loop to heat the exhaust system. The length and frequency of these "random" cold starts depends on the amount of moisture and ambient temperature outside.

This is why the engine idles at 1.3k RPM for a short while, and why the exhaust sounds alot more aggressive than standard.
