Hydrating toners can be used right after cleansing and/or exfoliating. You can also use them several different ways: as one layer in your routine, layering a toner several times (known as the "seven skins" method), soaking a cotton pad with them as a targeted hydrating treatment, or even use a compressed sheet mask to enjoy a custom sheet mask with your favorite toner.
