Ingredients:

For the Chicken Wings:

15 chicken wings (cut in half)
Salt (to taste)
White pepper (to taste)
5 teaspoons of sugar
1/2 teaspoon chicken bouillon powder
1 tablespoon crushed garlic
1/2 teaspoon Chinese five-spice powder
1 tablespoon oyster sauce
1 tablespoon soy sauce
1 tablespoon Chinese rice wine
1 teaspoon sesame oil
1 teaspoon olive oil
1 teaspoon Mexican chili relish (or chili sauce)
1 egg
3 heaping teaspoons of cornstarch
All-purpose flour (for coating)
Sunflower oil (for frying)

For the Stir-Fry:

1/2 green bell pepper (chopped)
1/2 onion (chopped)
1 small piece of celery (chopped)
1/2 teaspoon crushed garlic
1 teaspoon Mexican chili relish (or chopped chilies)
Salt (to taste)
White pepper (to taste)

Instructions:

Prep the Chicken Wings:

Start by cutting the chicken wings in half. This helps the flavor to penetrate each piece and makes them easier to coat with flour.
Place the chicken wings in a bowl, and season with salt, white pepper, sugar, chicken bouillon powder, garlic, and Chinese five-spice powder. Mix well to coat the wings evenly.

Marinate the Wings:

Add oyster sauce, soy sauce, Chinese rice wine, sesame oil, olive oil, and Mexican chili relish (or chili sauce) to the chicken wings. Mix again to ensure everything is evenly coated.
Crack in one egg and stir it into the mixture. Then, add cornstarch and mix until a sticky batter forms around the chicken wings.
Let the wings marinate for 1-2 minutes, then place them in the fridge for 1 hour.

Prepare the Stir-Fry Ingredients:

While the wings marinate, chop up the green bell pepper, onion, and celery into small pieces. Add crushed garlic and chili relish (or chopped chilies), and set everything aside in the fridge.

Fry the Chicken Wings:

Preheat sunflower oil in a wok or deep pan. Once the oil is hot, take the marinated wings out of the fridge and coat them in all-purpose flour, shaking off any excess flour.
Fry the wings in batches over low heat to form a light crust. Be careful of splattering oil.
After the first fry, remove the wings from the oil and set them aside. Increase the heat and fry the wings a second time for 1-2 minutes to get them crispy and golden brown.

Stir-Fry the Vegetables:

In a separate wok or pan, heat oil and stir-fry the chopped bell pepper, onion, celery, garlic, and chili relish for 1-2 minutes on high heat.
Add the fried chicken wings to the wok, and toss everything together to coat the wings in the flavorful stir-fry ingredients. Season with salt and white pepper to taste.
