I saw some gaming guides mentioning the third Phoenix Intel can only be accessed after "When Words Can't Do" Quest (Crow's Nest), but in my random exploration I stumbled upon a way to reach the other side, so I just want to share this video to show how to do it and fight the Terror of the Deep with Phoenix at full Phoenix power. Just have your chocobo Belle swim south of the map through an abandoned cargo ship.

Not only can you access the third Phoenix Intel, but you can also take on Stormwing Fiend and visit Pharescape Lifespring before facing Terror of the Deep or access Crow's Nest. But only the lifespring is accessible without a chocobo.
