What if all the Genin Were on the Sasuke Retrieval Team

I’ve always felt like the leaf did not do enough to try to stop sasuke from leaving. To make the story interesting it would make sense to make the competition as even as possible, but logically this doesn’t make sense for the leaf. Tsunade knew that Orochimaru wanted to attack the leaf again and that he wanted the sharingan. From her perspective sasuke successfully leaving would automatically doom the leaf. This is her reaction at first, but once she summons shikamaru she has an attitude shift. She just says these things happen so go gather a team of Genin immediately. She doesn’t even say how many to gather, but in this what if scenario she will.
