Iniutos ng Office of the Ombudsman ang pagsasampa ng kasong katiwalian laban kina dating Health Sec. Francisco Duque at dating Budget Undersecretary Christopher Lao kaugnay ng pagbili ng COVID-19 supplies noong panahon ng pandemya.

Sinabi rin ng Ombudsman na guilty ang dalawa sa kasong grave misconduct, gross neglect of duty, at conduct prejudicial to the service.
