In the mission "Burning Desire," the focus shifts away from gang rivalries and back to the corrupt police officers, Tenpenny and Pulaski. They corner CJ and force him to do their "dirty work" by ordering him to destroy a house belonging to a rival gang member in a different part of the city.

The mission starts with CJ having to pick up a set of firebombs. Once he arrives at the target house in Vagos territory, the gameplay involves a mix of combat and precision. CJ must fight off the gang members guarding the property and then throw the firebombs through each of the downstairs windows to set the building ablaze. This part of the mission highlights the "enforcer" role CJ is forced into by the police, acting as a weapon for people he despises.

As the fire spreads, a twist occurs: CJ hears someone trapped inside the burning building. Despite the fact that he was the one who started the fire under police orders, he decides to go inside to save the person. The mission then becomes a race against time. CJ must navigate the smoke and falling debris to reach the upper floor, find the girl, and lead her safely back outside before the house collapses.

The mission ends with CJ driving the girl, named Denise, back to her home. This marks a significant moment in the story because it introduces the concept of personal relationships outside of the main gang missions. It also shows a more compassionate side of CJ; even when forced to do something destructive by corrupt cops, he still values human life enough to risk his own to save someone caught in the crossfire.
