Rarity is a good stat. It comes at the loss of power, for more loot. It can't really be included in a priority list. It can come on rings, boots, gloves, & helm AFAIK.

Below is a rough priority list based on each piece. Generally, ensure that you cap your resistances, get decent flat ES on each piece & scale max mana with any left over budget that you have. That's gearing for stormweaver in a nutshell. Cast speed is a nice addition, and crit chance % with spells is good if playing the crit variation. That rolls on helm / wand / focus

For the bases of stuff I believe expert/advanced are interchangeable so myb

Wand : All bases are good
1) Levels to lightning skills
2) Mana / spell damage
3) Cast speed
4) Mana regen
5) Gain % extra as lightning

Focus: Expert Plumbed, Advanced Crystal, Advanced Voodoo, Expert Antler
1) Levels
2) Decent ES
3) Mana / Spell dmg
4) mana regen / resistances

Rings: All bases are good
1) Resistances
2) Mana
3) Cast Speed
4) Mana Regen

Chest: Expert Hexers, Expert Keth, Expert Altars
1) High Base Energy Shield
2) Resistances
3) Intelligence

Gloves: Kitoko's or
1) Mana
2) Resistance
3) Energy Shield
4) Resistances

Helm: Expert Feathered, Expert Chain, Expert Wicker
1) High Energy Shield
2) Mana
3) Resistances
4) Rarity

Boots: Silk slippers, feathered sandals, wrapped sandals
