Water Works Park is the northern anchor of the City of Tampa’s Riverwalk, a 2.5-mile corridor linking urban landmark attractions along the downtown portion of the Hillsborough River. Ayres Associates, formerly The Ash Group, was selected to provide civil engineering and scientific and environmental permitting services to develop the approximately 5-acre brownfields site, which included design-build plans for an events stage and lawn, a splashpad play zone, playgrounds, a dog park, healing and wedding gardens, shoreline enhancements, a multislip public docking facility, observation platforms, and a kayak launch.
Environmental applications were prepared and submitted to the Southwest Florida Water Management District (SWFWMD), the U.S. Army Corps of Engineers (USACE), and Environmental Protection Commission. We coordinated closely with these agencies throughout the permitting process. This included coordination with more than 20 commenting agencies and interested parties. Our staff collaborated with Biltmore Construction, Rowe Architects, and Phil Graham Landscape Architects to design-build this landmark park.
An underwater archaeological shipwreck was discovered offshore, which presented challenges for permitting and developing the water features of the site. The project schedule was very aggressive, requiring extremely proactive permitting and expedited design phases.
