What will happen to unfilled NRI seats in deemed universities?

Deemed universities offer about 15% of their seats under Non Resident Indian (NRI) category. These seats can be claimed by NRIs, NRI sponsored candidates and OCIs. But, since these seats are generally very expensive, these seats don't get filled up. Now, what will happen to these unfilled NRI seats? Will it be converted to general management seats? Or, will it be surrendered to the colleges? Or will it remain as vacancies? I have explained in this video.
