This is a Chet Atkins, Travis picking arrangement of a famous blues tunes by W.C Handy. I worked it out from a video of Paul Yandell playing this arrangement on a Gibson archtop guitar, which you can find here on YT. It's a great one to learn in order to get comfortable with the Travis picking style as it has many of the essential techniques commonly used in this style of guitar.
