On 22 May 1987, Hashimpura locality of Meerut city in Uttar Pradesh witnessed one of India’s most gruesome massacres. 19 Provincial Armed Constabulary (PAC) personnel allegedly rounded up 42 people from the locality, took them to the outskirts in trucks, shot them and dumped their bodies in canals. In May 2000, 16 of the 19 accused surrendered, and were later released on bail. On 24 May 2007, twenty years after the incident, when the survivors and members of victims' families filed applications under RTI seeking information about the case, they found that all the accused remained in service, and none had any mention of the incident in their Annual Confidential Report (ACR)s. A Delhi court on 21 March 2015 acquitted all 16 of the accused due to insufficient evidence. In May 2015, Uttar Pradesh Government announced a compensation of Rs 5 lakh to family of each victim.
