War is a colossal phenomenon, and it has its laws. War does not subordinate itself to technical progress. Defeats of the better-equipped armies by technically meagre opponents become the rule. The political situation does not dominate over war. The better organised states and stronger international coalitions triumph far from always. The economic and demographic potential does not convert into victory automatically. The stronger states lose wars as often as they win. However, if the general factors of might do not determine victory or defeat in war, what does? The particular character of every war is responsible for its outcome.
