"Northern Uganda to me remains the biggest neglected humanitarian emergency in the world. I asked, rhetorically perhaps, the Security Council where else in the world have there been with 20,000 kidnapped children, where else in the world have large districts now have 90 percent of the population displaced, where else in the world do you now have 80 percent of the combatants children in the terrorist insurgency movement, the Lord's Resistance Army? For me the situation is a moral outrage, but I'm heartened that the Security Council devoted so much time to Northern Uganda, and that there was a unanimous view that more international attention now is merited, and more efforts to bring an end to the senseless killing and an end to the senseless suffering. There are also positive signals from the government. There is more security in a number of areas in Northern Uganda. Finally, there is more presence by the government forces to help protect humanitarian work, there is a new law for the internal displaced. There is also more recognition of how big the problem is. We hope on the humanitarian side that we're now seeing a beginning of an end to this 18 year, endless litany of horrors, where children are the fighters and the victims in Northern Uganda. We hope to see an end because there is more international attention. There is a peace process in Sudan which can have a positive spillover, because the war in Sudan had a negative spillover earlier on the conflict in Northern Uganda."

STORYLINE:

A top United Nations official on Thursday called Northern Uganda the world's biggest neglected humanitarian crisis.

Under-Secretary General for Humanitarian Affairs Jan Egeland briefed the UN Security Council behind closed doors on Thursday, before addressing a press conference.

The so-called Lord's Resistance Army has since 1986 waged a brutal insurgency in northern Uganda, targeting mostly civilians, and abducting children for use as fighters, labourers or sex slaves.

The rebels are believed to have bases in southern Sudan and in recent months have launched attacks on Sudanese civilians, reportedly killing scores.
