This year’s Shanghai Cooperation Organization summit opened against the backdrop of war in Ukraine, turmoil in the Middle East, an escalating US–China rivalry, and renewed trade tensions. Leaders from the Eurasian security bloc signed a landmark 10-year roadmap to boost security and economic cooperation. And in Tianjin, Turkish President Recep Tayyip Erdoğan seized the moment to spotlight the UN’s failure to preserve peace, pointing to the ongoing crisis in Gaza.

Erdoğan also reaffirmed Türkiye’s backing for Syria’s territorial integrity and welcomed new steps toward stability in the South Caucasus and Central Asia. On the sidelines, he met with Russian President Vladimir Putin, who lauded Ankara’s special role in Ukraine diplomacy. And with China’s Xi Jinping, who urged deeper security ties and called for harmonizing the Belt and Road with Türkiye’s Middle Corridor. As the SCO’s only NATO member, Ankara is uniquely straddling two worlds. But in a time of shifting power blocs, how long can Türkiye balance between the West and the Global South?
