First, of all that is a good sign! You cleared a big hurdle. Here are some things to consider when you are waitlisted.

It means that you were rank ordered, and offers were sent to the top picks.
People are very flighty, and ½ the people are going to bail on a PhD position.
It is a market-place, and you should not stop looking for a position until you have one.
You can always work on your skills in the mean-time, and show that you are working on it.
Keep the conversation going with your potential advisors. The career is long.
