The Democratic Republic of Congo has taken extreme measures in its scramble to gain the upper hand against rebel militia in the east. It recently lifted a moratorium on capital punishment that had been in place for 20 years. The Justice ministry hopes it will stem high rates of desertion in its army, but critics say the measure is a dangerous addition to the country's penal system. FRANCE 24’s team on the ground reports.
