It's Vice City with a bunch of Quality-of-Life (QoL) features that make the gameplay a lot of fun.
There are also some stuff added from the initial stages of development.
Mod developed by Orni X and many other modders also contributed at the same time.

MAP
Hundreds of map fixes such as objects or plants clipping underground or floating in
the air.
Missing textures from models.

Misplaced textures in models and leftover shadows from the Beta
Misplaced models and collisions causing peds and player clipping throw them or
visual errors.

Now every texture has manually added mipmaps including vehicles and peds so the
game visuals are as smooth as possible
Restored unused objects and houses inside the game files
VC police station interior would no longer give 2 stars level wanted after go outside.
Peds with missing textures have been reworked

ANIMATIONS
Running and idles animations both from Player and Peds have been improved with
less bone clipping and glitchy looking models.

Failed carjacking animations from San Andreas, get in roofless car, and running
animation from VC Stories have been ported

MISSIONS
Most of the fixes are made by Updated SCM with some new additions like
better camera angles during some in-game cutscenes and avoid followers from
being stuck behind walls.
Spelling mistakes and unclear mission instructions.

SOUND
Better SFX and Radio audio quality
Cutscenes audio errors have been fixed and out of sync audios have been sync
