King Charles I is the man forever linked with the English Civil Wars. But before the conflict that would see him be executed for treason, he ruled the kingdom himself. Without parliament. This Personal Rule or the 11 Year Tyranny as called by his opponents, saw the king trying to exert taxes and religious reform on a reluctant public.

The king and Archbishop Laud started turning the reformed church into more of a high church system. This and the introduction of the Book of Common Prayer would cause serious troubles for the king and his archbishop.

During the personal rule as well, the king needed money for his wars, his expensive court and his passion for art collecting. His most infamous innovation was Ship Money, which attempted to take money from all counties instead of just coastal ones.

All these unpopular policies would lead the king to recall parliament as he had run out of money.
