Heads Will Roll is the 3rd episode of the Trajan campaign in Age of Empires II: Definitive Edition - Return of Rome. This is Second Dacian War (105-106) against Decebalus, particularly the Battle of Sarmizegetusa.

The enemy trade should be destroyed, otherwise their gold income would be end of us. So first of all destroy the enemy markets on both side then attack their water resources. Then it is possible to beat them.
