Congressional Review Act: Mechanics of a Regulatory Wrecking Ball

The Congressional Review Act (CRA) is a legislative tool that Congress can use to undue regulations finalized by Executive Branch agencies. In particular, and in specific circumstances, the CRA is most powerful when utilized if there is a change in Presidential Administration, presenting implications for pending regulatory actions in the final year of an Administration.
