One of my favourite Tibetan breads, this is Woeshang Phalay, a thick fluffy deeply fried bread.

Ingredients:

For Dough-
Flour 500g
Baking Powder 3tsp
Salt 2 tsp
Oil 2 tbsp
Milk 1 cup
Water

For frying-
Oil
