Canada has just closed a popular loophole used by many temporary foreign workers, including thousands of Indians, to stay longer in the country. The change, announced in June 2025 by Immigration, Refugees and Citizenship Canada (IRCC), targets what are known as “dummy” work permit extension applications. These are applications that people file even when they don’t have a real job offer, simply to extend their stay in Canada under legal protection. Under the old rules, as long as someone applied for a permit extension before their current one expired, they could stay and even work in the country legally while they waited for a decision. This status is known as “maintained status,” and it gave applicants months of breathing room—up to 158 days, based on current processing times.
