Raisina Dialogue 2022 | Recent years have shone the spotlight on the ‘digital commons’ as never before. Public, digital infrastructure has been a lifeline for ordinary citizens around the world to access essential services during the COVID19 pandemic. This session will take stock of efforts by India, France, and that of the informal ‘Data-6’ grouping to collectively articulate a framework for ‘data empowerment’, and in particular, how legal instruments and technical infrastructure can complement each other in this framework.
