Shards of Domination are a new system coming in 9.1

If you are looking to maximize your characters strength then are are forced to farm them and gear around them, whether you are a pvper, m+ player or raider.

The implications of this new system are heavy, since they lock in gear slots where you might be wearing a legendary already.
