Can I fix this Sinclair Spectrum+ 128k?

When TRU got in touch asking if I'd be willing to help with his ZX Spectrum+ 128k toaster well, its another machine I've not had much experience with so I was only glad to take a look. What turns out to be an obvious fault, sometimes these things do just need another set of eyes to be found.
