This clip is from an obscure British animation named "Freddie as F.R.O.7" ("Freddie the Frog" in the US), written and directed by Jon Acevski and released in 1992. It is a parody of James Bond.

The plot concerns a young French prince with magical powers who is turned into a frog by his wicked aunt Messina. After living in a land of frogs for many years, he grows up to become a successful secret agent. In this film, he is assigned to solve a mysterious case of disappearing British monuments.

The film was slaughtered by the critics and it flopped at the UK Box Office. Other sequels were planned, but the huge losses of this film forced Hollywood Road Films to close and abandon those plans. When it reached the States, it had a brief theatrical run that failed to reach an audience, with its PG rating bogging it down somewhat. It was then edited to a G and re-released straight-to-video with a new title in 1995. Although the story itself was impossible to Americanise, it was edited for its politically incorrect content and more complex subplots.

It has become a cult classic of sorts, but it has also garnered a reputation for being one of the worst animated films ever made. In my opinion, I have seen far, far worse. The animation is rather good for an independent studio and the script is occasionally funny. It's an entertaining animated film only if given the chance.
